What Ofsted actually inspects when it comes to references

Ofsted inspectors do not typically read every reference in a school's files. They review the Single Central Record to check that references are recorded as complete for every member of staff, and they may ask to see reference documentation for a sample of staff — particularly any recently appointed. What they are looking for is evidence that the references were: obtained before the candidate started, in writing, from the referee directly, and that they covered the required fields including safeguarding suitability.

A common scenario that causes issues at inspection is a school that has references on file — but those references are telephone reference notes, candidate-supplied letters, or written references that do not include a safeguarding question. Having something on file is not enough. What is on file must be compliant.

Can Ofsted fail a school because of inadequate reference checking?

Safeguarding is graded separately within Ofsted inspections, and a judgement that safeguarding arrangements are not effective can significantly affect the overall grade. While a single administrative gap is unlikely to fail a school on its own, a pattern of non-compliant references — particularly if combined with other safeguarding concerns — is likely to be recorded as a significant finding.
