What do Ofsted safer recruitment guidelines require?

Quick answer

Ofsted does not write its own safer recruitment rules. It inspects against the Department for Education's Keeping children safe in education guidance. On a school inspection, the lead inspector looks at the single central record early on, and safeguarding is reported as met or not met. RefAssure gives you signed, dated reference evidence to sit behind that record.

How Ofsted looks at safer recruitment

Since 10 November 2025, Ofsted's school inspections use report cards. Most evaluation areas are graded on a five-point scale, while safeguarding is reported separately as met or not met. A not met judgement can lead to a school being placed in a category of concern.

Ofsted's operating guide for inspectors says the lead inspector must look at the single central record, and any records about childcare disqualification, as soon as possible at the start of the inspection. The stated reason is to reassure leaders early about their safer recruitment, and to give time to put right any minor administrative omissions before the inspection ends.

Beyond the record itself, inspectors look at the culture of safeguarding: whether leaders follow their own recruitment procedures, whether concerns are acted on, and whether the people recruiting have had safer recruitment training. In maintained schools, at least one person on each interview panel must have completed safer recruitment training.

Many independent schools are inspected by the Independent Schools Inspectorate rather than Ofsted. The underlying guidance, KCSIE, is the same.

Gaps worth fixing first.

Check your own records for these before an inspection. Each one is a requirement or expectation in KCSIE.

Missing dates

The single central record must show whether each check was done and the date it was completed.

Supply staff

For agency staff, record written confirmation of the agency's checks and the date you received it.

Prohibition checks

Needed for anyone employed to carry out teaching work, including unqualified staff.

Section 128

Independent schools, academies and free schools must record section 128 checks for management roles.

Open references

Testimonials and to whom it may concern letters should not be accepted as references.

Unexplored gaps

Gaps in employment history should be explored, and the reasons recorded, before appointment.

Ofsted safer recruitment questions

More in the full FAQs.

Does Ofsted check references?

Inspectors start with the single central record, which does not have to include references. They can look further into how a person was recruited, and KCSIE sets clear expectations on references. Having a signed reference on each personnel file makes that conversation simple.

What happens if the single central record has errors on inspection day?

Ofsted's operating guide says inspectors look at the record early so that minor administrative omissions can be corrected during the inspection. Serious failures, such as missing checks for people already working with pupils, are a different matter. Our single central record guide lists what must be on it.

Is safeguarding graded in the new Ofsted report cards?

Safeguarding is reported as met or not met rather than graded on the five-point scale. The other evaluation areas are graded. Check Ofsted's current school inspection toolkit on GOV.UK for the latest wording.

Does Ofsted require two references?

No. Neither Ofsted nor KCSIE sets a number. KCSIE requires references to come from the right people, normally the current employer, and to be checked and compared with the application. Many schools ask for two. See our KCSIE 2026 guide.

What should a recruitment file contain for inspection?

Keep the application form with full employment history and any gaps explained, interview notes and the decision, the references with any follow-up, and copies of identity, right to work and qualification documents. KCSIE says all information considered in the decision should be clearly recorded. RefAssure's signed PDF covers the reference part.

Does Ofsted inspect safer recruitment in nurseries?

Yes. Early years providers are inspected against the EYFS statutory framework, which has its own suitability requirements. Our page on safer recruitment in early years covers that sector.

Can RefAssure make us Ofsted ready?

RefAssure covers the reference part: consent, chasing and a signed, timestamped PDF for every reference. DBS, prohibition, section 128 and right to work checks are carried out separately. Together they give you the evidence an inspector expects.

Inspection-ready references, every time.

Your first reference is free. RefAssure chases, collects and files it for you.
